One of the outcomes from the New Types of Worker programme were the principles of workforce redesign. The original version was drafted on a train on a way to the national railway museum to meet up with a couple of colleagues. Our overriding thinking was that – ‘there’s no point redesigning a service if at the same time you don’t redesign the people who work in it. Principle Seven was our first attempt to think though in a practical way, Population based workforce planning. We called it neighbourhood workforce planning.
